National Institute of Technology, Arunachal inaugurated at Yupia

A giant leap towards human resources development: Guv

ITANAGAR, Aug 18: Nation Institute of Technology Arunachal was formally inaugurated today by the Arunachal Pradesh Governor Gen JJ Singh at Yupia today.  

Speaking on the historical occasion, Gen Singh said that with the start of the Institution, Arunachal Pradesh has taken a giant leap towards human resources development.

“We aim to build human resource with sound footing on basic engineering principles, technical and managerial skills. Along with innovative research capabilities and exemplary professional conduct, I am sure, the alumni of this Institute will lead and use technology for the progress of mankind and also adapt themselves to changing technological environment with the highest ethical values” he said.

Referring to former President of India Dr. A.P.J. Abdul Kalam’s speech at the 2nd Convocation of NERIST at Nirjuli, who stated that the fruits of economic development should translate into better income and quality of life for the people for promoting Inclusive growth and also dwelt on the need to implement the PURA model (Providing Urban amenities in Rural Areas) in the North East for empowering the rural community, Governor urged upon the students to address need of the region through their technical expertise. Expressing his gratitude towards the faculty members, Gen Singh pleaded them to nurture the Institution as their own baby. “We would like to see that our children benefit from this Institute. I am confident that with the concerted efforts of the management, faculty, staff and students, NIT Arunachal Pradesh will scale new heights of excellence in the years to come and come up to the aspiration of the people, he added.

Education Minister Bosiram Siram in his address termed the day as important in the history of the State and education. He hoped that NIT will contribute towards the development of the State in bigger way.

Parliamentary Secretary Nabum Rebia said, we are proud to have the NIT at Yupia, even it is on a temporary site. As the local MLA, I assured you my personal attention to the needs of this institution, he added.

Education Commissioner Hage Khoda termed the establishment of NIT as new chapter in technical education in the State and hoped that it will fulfill the technical human resources required in the region.

State Higher and Technical Education Director, Dr. Joram Begi in his address said, long cherish dream of the Arunachalees has been fulfilled today. Highlighting on the effort in getting the NIT for the State, Dr. Begi expressed his hope that it will address the need of engineering college in the State and put hold to large numbers of students going out to pursue engineering outside the State. While extending his gratitude towards the Papum Pare district administration, Urban Development, Industries and School Education and also the Planning and Finance departments in the setting up the temporary site for the Institution, he informed that 300 (Three Hundred) crore rupees have been earmarked for the permanent infrastructure.

Durgapur NIT Director Prof. S. Bhattacharya said with the establishment of NIT Arunachal Pradesh will change the entire region in a big way while adding that the Ministry of Human Resources Development is looking forward to the institution as benchmark for future NITs.

Prof. Bhattacharya, who is also Mentor Director of the Institution urged upon the students to take up as a challenge to the initial shortcomings in terms of infrastructure and other problems.

In the sideline of the inaugural function, Prof. J.P. Sarkar, Coordinator, Mentoring Committee informed that sixty-five students against ninety seats have joined of which thirteen are girls. Against the 43 seats for Arunachal Pradesh, forty-two students have already joined.

Prof. Sarkar, who is also one of the visiting faculty members, said that Computer Science Engineering, Electrical and Electronics Engineering and Electronics and Communication would be taught at the NIT.

Located at the erstwhile Secondary School Building, the classes began from today.

Among others, Secretary to Governor Ankur Garg, Director Information and Public Relation Leki Phuntso and Director School Education, T.Taloh were present on the occasion. (PRO, Raj Bhavan)

 

Tension continues at Russa villages while Kimin-Lora-Belo bears the aftermath

ITANAGAR, Aug 18: Even as a high level delegation of Assam and Arunachal are scheduled to meet on Thursday, Russa villages of Kanubari subdivision in Tirap continues to be tensed.

The tension in Russa villages could have been avoided had the state government and district administration acted on time. According to reliable information, the villagers had intimated the state authorities after Assam government agencies had started bringing in construction material in the area in June this year. Except for a letter by Commissioner Home Arunachal to Commissioner Border management Assam on July 29, there were no other steps taken by the Arunachal authorities to avoid the confrontation.

Only after the situation took a turn for worse on the eve of Independence Day, additional Police deployments were made. The ugly confrontation and firing had led to injury of one man .

At Simhokho, on Aug 14, some people had damaged Assam police barracks, one an old and abandoned and the other still under construction within the Arunachal territory. Later the villagers are reported to have demolished two IAY buildings constructed by Assam.

Even as the tension is mounting after altercation between the Assam Police and local people of the area, the Deputy Commissioner Tirap W Lowang is yet to visit the area and its people.

Meanwhile, with tension mounting after latest incident of Assam official carrying out illegal eviction which led to destruction of CC footpath joining Kimin-Lora-Belo village, local MLA Nabam Rebia visited the area on 17th August.  Taking stock of the situation, Rebia also interacted with local villagers and was accompanied by Papum Pare Deputy Commissioner Nandini Paliwal, DFO Papum Pare, ZPM EAC, CO and police officials.

The member of All Kimin Youth Welfare Association (AKYWA) which had accompanied the visiting team, later organized meeting where villagers informed about frequent eviction carried out by Assam authorities.  Quoting Supreme Court order which states that eviction is strictly banned for government of every state of India, AKYWA asked Assam government to respect this order. AKYWA which has been for long fighting against illegal action of Assam authorities in Kimin area has urged state government to immediately interfere to bring a solution to this long pending boundary issue. Further association has requested AAPSU, ANSU, ANYA and other likeminded bodies to support in this fight to safeguard every inch of Arunachal.

 

RAC oppose resettlement site

ROING, Aug 18: The Dam Affected Citizens Committee (DACC and the Dibang Valley district administration constituted Realistic Assessment Committee (RAC) along with several panchayat leaders have disapproved the recent media reports claiming Bhismaknagar in Lower Dibang Valley district as resettlement site supposedly said to have preferred by project affected families under R&R plan for Dibang Multipurpose Project (DMP).

In a joint submission to Chief Minister signed by DACC Secretary Mizu Umpe, Arzoo ZPM Unti Ekru, RAC Member Leeko Elapra and several members of affected families have claimed that no such consent on rehabilitation site has ever reached amongst them.

“The decision for resettlement site has been taken even without informing RAC and the panchayat leaders of the affected areas.”

The committee of the affected families and the panchayat leaders informed that the RAC was formed by Govt of Arunachal Pradesh through it’s vide letter order no PWRS/HPD/W-1268/2005/222-229, dated 5th Feb 2009, to make realistic assessment of the ground situation taking into consideration the points of opposition of DMP by certain groups.

“Accordingly, the committee had submitted its recommendation in the meeting held in the chamber of Principal Secretary to Chief Minister, Govt of Arunachal Pradesh to consider the report of the committee of ground situation. Appropriately actions were proposed by Govt of Arunachal Pradesh and NHPC in the minutes of meeting released in memo No. PWRS/HPD/W-1268/2005/5963-69, dated 30th March 2009’, the letter claimed.

“Further, in terms of provision made under Chapter V of the state Rehabilitation and Resettlement Policy’ 2008, the District Administration, Anini in a memo NO.DV/DEV-81/2009, dated 31st Aug 2009 had constituted cluster wise realistic assessment committee. The committee was formed to carry out the task of realistic reassessment of the affected areas in Dibang Valley district, with logistical support from the administration.”

The Committee members and the panchayat leaders have expressed concern that the state govt giving nod to Bhismaknagar as rehabilitation site, without consent of all project affected families could bring in misunderstanding resulting in conflict amongst them.

 Meanwhile, several community based organization have come out openly in support of All Idu Mishmi Students Union (AIMSU) call for putting up stiff resistance against public hearing to be proposed for Dibang Multipurpose Project.

Idu Indigenous Peoples Council (IIPC), Upper Dibang Valley Idu Welfare Association (UDVIWA) and Middle Dibang Students Union (MDSU) supported AIMSU’s stand in a meeting called by UDVIWA Secretary Eri Tayu held on Tuesday.

 Calling for the need for joint effort, IIPC Secretary Tone Mickrow said, “This is our fight for survival and we cannot stand differently on the issue of large dams.”

 

Committee on Chakma-Hajong refugees

ITANAGAR, Aug 18: A committee has been constituted by the Ministry of Home Affairs on Aug 10 to examine various issues relating to resettlement of Chakmas and Hajongs refugees in Arunachal Pradesh and explore possibility of grant of Indian Citizenship to the eligible refugees residing in the state. The Committee has been formed with representatives from Home Minister, state government of Arunachal, Committee for Citizenship Rights of the Chakmas and Hajongs of Arunachal Pradesh and All Arunachal Pradesh Students Union. Deputy Commissioner of Lohit and Changlang are special members of the Committee. This was informed by the Minister of state for Home M. Ramachandran in the Lok Sabha in response to a question by the MP Takam Sanjoy.

 

Khandu acknowledge bad road conditions

ITANAGAR, Aug 18: Arunachal Pradesh Chief Minister Dorjee Khandu informed the people that the government was aware of the pathetic condition of the capital roads and therefore required fund provision has already been made to PWD and UD for taking up the renovation work.

Khandu said that an amount of Rs. 53 Crores have already been earmarked to UD department for the purpose, and the department has already floated tender for Rs 33.17 crore and rest Rs 23.86 crore is yet to be tendered. The work is slated to start soon subjected to improvement of the weather condition, he reiterated.

He appealed the mass to cooperate with the government and assured that the renovation work which has already been sanctioned would immediately start when the monsoon recedes.

He said that firm which got the tender to execute the work is unable to execute work because of bad weather, he added. He further stated that NH 52A is the lifeline for the people of Arunachal Pradesh and its maintenance is one of the prime agenda of his government.

While periodical renewal for the stretch of road from Banderdewa to Itanagar and from Itanagar to Holongi has already been sanctioned and  work has been awarded, estimate for remaining length of road has been submitted to the ministry which is under active consideration, Khandu informed.

He further informed that execution of four lane road of the capital under PM’s package would start soon. (PRO TO CM)

 

Summer Festival 2010 concludes to come back next year in a bigger edition

Ziro, Aug 18: The Summer festival 2010, a unique combination of food, cultural, agricultural festival successfully concludes here this evening.

Lower Subansiri DC Sadhana Deori, the brainchild behind the festival said that the festival can be a huge tourist attraction for the district if adequately publicity was given and included in the tourism calendar. Assuring to take the necessary steps to include the festival in the tourism map of the state, she sought the support and cooperation of the people in continuing the festival.

While thanking the people of the district, government employees for their wonderful work and cooperation in organizing the festival, the DC expressed her confidence that the officers and locals will join hands to organize it   with more vigor and in a bigger, better manner in years to come. ADC W. Thickack, while appreciating innovative idea and said thst the festival was big experience for him and  pledged to take forward the idea wherever he goes as an administrative officer.  

The New Heritage society was adjudged best food stall while Aya Welfare Society stall was given the best exhibition stall.

In Flower Arrangement competition Hibu Dumer and Hage Kanya took the first and second place while the Archery competition was won by Toko Talum and Ningbia Tami followed by Neelam Tabin and Toko Tai in second and third place. Siro Women Society won the best in Agri/Horti Produce category followed by Agri. and Horti Dept. stalls.

 

BJP for proper planning for STs

ITANAGAR, Aug 18: Adopting a new local population centric approach and strategies by the Centre with proper plan and programme could change the face of tribal in the country, opined National BJP Scheduled Tribes (ST) Morcha.

The office bearers of BJP ST Morcha, which met recently at New Delhi, felt that a shift in strategy of the Centre with a local population centric approach towards STs could go a long way in uplifting socio-economic conditions of the Tribal. But it is not happening. Instead, tribal are being suppressed in all fronts and falling  easy prey of ‘anti-social element’ ‘which is very active in their areas’, the meeting observed after holding a prolonged discussion on reports from all the states, according to a State BJP release.

The meeting welcomed the central party decision to construct 100 houses for the flash flood affected in Leh, Jammu & Kashmir.

The meeting was attended by BJP National general secretaries Arjun Munda, Narendra Singh Tomar and Komjum Riba, who has been elevated to the post of vice president of BJP national ST Morcha and office bearers of various state morchas. The meeting was presided over by Bjp national ST Morcha president Anuragh Thakur (MP). RIBA has also been assigned the responsibility as the BJP ST Morcha-in-Charge for the BJP North eastern states.

Meanwhile, National BJP-Yuva Morcha president has appointed former State BJP Yuva Morcha president Chow Ambika Enling as National Executive Member of the central BJP-Yuva Morcha.

 

FMD havoc: Mithuns at threat

Foot & Mouth Disease (FMD) is playing havoc on livestock population especially on Mithuns in Arunachal Pradesh (having the highest Mithun population in the world). The disease out break pattern has been like that the winter wind spiraling across the entire state stunning the veterinarians and livestock owners in confused state – “where to check and how to combat the dreaded disease!”.  It is the voice of ves combating the flaring disease in the area. It is waving back ward - forward and upward – down ward directions over to the livestock populations  like the wild fire blazing in the forest in the dry seasons which is often aggravated with the climate change causing a great concern and nuisance to the Mithun owners and citizens of the state at present.

FMD Disease spread - Out break mode:

It has been the regular phenomenon every year in Arunachal Pradesh that out break of FMD associated with the secondary infection is the normal feature during kharif season known to be transmitted from the plough bullocks brought from Assam for the agricultural operation. Every year, our farmers go down to the foot hills in Assam and procure plough bullocks and transport to their native villages for the hill farming (agricultural operation). Of these plough bullocks some thrieve well and others become weak and manifests the diseases which further transmit to the local cattle and other livestock population. Such has been the story of FMD out break in strategic locations in the epizootic foci points occurring almost every year that turns into furious form and tolls away the local livestock population.

This time, the out break of the dreaded disease is known to be started first in the Seppa area and caused havoc on Mithun population with up-ward and down ward trend of disease transmission. The out break from Seppa area spewed over to Pakkekesang and than reached to Leporiang area of the Papum-Pare district and now transforming into furious form in Sagalee area in the down ward trend of the Dikrong river over to Itanagar. The dreaded disease also got screwed in the upward trend towards Mengio area affecting hundreds of Mithun populations where  the helpless Mithun owners are awaiting in agony for the service delivery supports in topographically challenged remote and unreached areas in the district.

Sagalee area which is one of the endemic zone  for the FMD is the worst affected division of the Papum-Pare district in Arunachal Pradesh during this season. The FMD out break at Sagalee which is taking furious shape and size at this time killing hundreds of the Mithun population is almost in a made rush mode affecting almost every village livestock population and wiping out the mithun in the area which is known to creped  in from East Kameng area.

Gametes of blame –game:

As the FMD is punching in it’s furious form in different villages of different pockets of the state, the blame-games continuous in different mouths in different corners – The helpless farmers are awaiting in agony and complaining of the lack of medicines and service delivery supports to save their ailing animals in the country side. “ Out of 30 (thirty) Mithuns, I could trace and secure 7 (Seven) which are tied up in the paddy field for the treatment and waiting the veterinary service  support to save the lives of the ailing animals….”   This was the statement given by Sri Techi Teddi of Karoi village of Sagalee.

The  story from the deptt. A. H. & Vety reels in a different shape as revealed from the Vety officer and Dist Vety officer. “Our Mithun owners only remember us and knocks our Vety dispensary door only at the time of such epizootic out break  … They never co-operate our staffs by collecting and producing their animals for the vaccination when ever we organize the vaccination programme during pre-monsoon period”.

Preparedness:

The Disease Investigation officer, Nirjuli Dr. K. Basar  reports  “ we are in the state of zig- saw puzzle  where to rush and what to do  when the FMD associated with the secondary infection is waving across the state in different pockets  with heavy morbidity and mortality of the Mithuns and other livestock populations”.  To combat the  epizootic out break in the state, the deptt of A.H. & Veterinary is gearing up with all possible efforts in war footing manner to control the further spread of the diseases in the adjoining areas with disease combating team of doctors equipped with limited medicines and vaccines in the endemic areas in the state.

Know about Foot & Mouth  Disease cause:

Foot & Mouth Disease (FMD) is highly a contagious disease of the cloven footed animals viz. Mithuns, cattle, goat and pigs caused by a virus belonging to entero viridae family. The disease is clinically characterized by following signs and symptoms:

* High fever

* Vesicular eruptions in the mouth and feet

* Profuse salivation

Etiology:

The FMD is caused by 3 (three) major strains – Type – A, O and C having 22 (twenty two) different sero-types antigenically. Some FMD virus strains are much more virulent in one species of livestock may not be virulent in others. As reports from ICAR, in Arunachal Pradesh, FMD virus type – O  is more prevailent and often causing havoc to the Mithun population almost every year.

In general, FMD virus is relatively susceptible to heat but non sensitive to cold temperature. Thus, FMD virus is destroyed by the sun light but persists for pretty long period under the low temperature. These persisting FMD virus multiply rapidly under the favourable environmental conditions and it spreads either through physical contact or through aerosols (Spores in air).

Pathogenesis  – The mode of  transmission:

In the epizootic areas, the peiodic FMD epizootic out break occurs which sweeps through the livestock population and subsides. This is probably due to the disappearance of the immunity in the livestock population and sudden flaring up of the disease from the small foci of infection.

The transmission of the FMD virus occurs due to bringing of the infected or disease carrier animals. In Arunachal Pradesh, the transmission of the FMD virus is mostly bringing of the ploughing bullocks from Assam especially during cultivation season (Kharif). The disease is also transmitted through transportation of the infected meat for consumption to the locality. The Virus spreads from animal to animal either through physical contact with infected animal or human beings or through inhalation FMD Virus spores in the air (aerosols).

The disease spreads through all the excretions viz. saliva, urine, faeces, seminal fluid and even through milk. However, maximum infectivity occurs when the erupted vesicles in the mouth and feet lesion rupture and discharges vesicular fluids containing maximum FMD Virus concentration.

Clinical Signs:

The main predilection site of the FMD Virus is the epithelial tissues of the mouth and feet where lesions are developed in the form of vesicular eruptions within 3 -21 days of infection.

The clinical symptoms includes –

*  High fever (Hyperthermia)

*  Profuse salivation

*  Nasal discharge

*  Bucal cavity lesions (Mouth lesions)

*  Cleft lesions (Feet lesions)

The appearance of the vesicles in the bucal mucosa, tongue and dental pad is within 24 hours of infection which ruptures leading to a raw very painful state to and the animal. After rupture the vesicular fluids discharge attracts the house flies to lay eggs in the nostrils that transform into maggots that perforates into nasal and dental pad. Similarly, the vesicles erupted in the cleft of the feet ruptures leading to lesions in the feet where too the house flies lay eggs that results maggot formation perforating in the cleft.

Under this condition of high febrile state coupled with painful lesions both in the mouth as well as feet leads the animal to remain in move less  state. It can not move and browse over the fodder because of it’s lameness and it cannot chew feed or fodder because of it’s painful lesions in the mouth. Thus, the animal remains under starvation which finally results to the death of the animal.

FMD control tips:

*  Routine vaccination – The best control measures against the FMD out break is the routine annual vaccination with FMD vaccine.

*  Ring / frontier vaccination –The vaccination of entire livestock population in the periphery of 7 Km around disease infected zone to provide a buffer zone of protection to check the further out break in the adjoining area.

*  Restricting the animal movement: The animal movements from the infected zone should be restricted by barricading with inter-village temporary fencing with locally available materials on participatory approach mode by the villagers.

*  Restricting entry of suspected fresh/preserved animal meat : The animal meat from out- side the village area should be restricted. The villager should check among themselves in restricting the any fresh/preserved meat during epizootic period.

FMD management tips:

In the FMD infected animals, the proper management of the diseased animal is of the paramount importance to provide them the comfort, safety and nutrient to save from starvation. The utmost care by the animal owner is essential to save the animal from mortality. Following are the some of the measures to be taken during ailment:

# The local vets or para vets should be consulted for the proper line of treatment or management of the diseased animal

# The infected animal should be secured and tied up in the shaddy areas or in marshy land to provide anaerobic condition to the maggots of the feet lesions and help in curing of the disease.

# The infercted animal should be provided with ad. Libitum water in the tied spot. It should also be provided with delicate fodders nearby tieing spot.

# The severely dehydrated animal should be given greater attention by preparing paste of delicate fodders mixed with common salt and manually offering to the ailing animal. To such animal raw egg or honey should also be provided to give a shooting effect in it’s oral mucosa.

# The animal after partial curing should be given due attention and under the close observation to check the further flaring up or re-occurrence of the disease,

Conclusion:

Foot & Mouth Disease (FMD) has been playing havoc on our livestock population tolling away hundreds of our Mithuns almost every year proving it’s virulence in  furious form and keeping our farmers in agony. It is high  time that we ought to ponder a while for the cause of our poor farmers and think-tank for our preparedness to face such crisis in the days to come. What ever may be the severity of the epizootic out break that has been occurring and re-curing in the state we are to draw some contingency plan to check such crisis. From thousands and millions questions reeling in the minds of the Arunachalees is – “ What is our mitigation plan drawn to combat such kind of epizootic out break at present and future to save the lives of the hundreds and lakhs livestock population of the state ?”. Hope this message of preparedness will drum in the ears  click in the eyes of the programme planners and policy makers and prink in the hands of implementing agencies for the economic prosperity of our state. Arunachal Times: Common Man’s voice and Poor man’s Tool

Dear Editor,

The 15th August edition especially Taba Ajum’s article "Silent Prayers of Arunachal" is a morale booster for entire indigenous people of Arunachal Pradesh. We should hail and praise Ajum for his sincere and dedicated work to arise and awake the common people who are still sleeping and unaware of the issues going around. So Taba Ajum is the pride of our indigenous tribal who cares for all.

Regarding construction of dams, I would like to mention here that government has reportedly signed around 130 MOU/ MOA with private developers to construct dams over various rivers of Arunachal. Dam issue has become very sensitive and emotional one with a section of Society supporting it, while another bitterly opposing. Obviously the ministers will be benefited from the hydro projects but we the common poor masses will have to face the bitter consequence of mega dam projects.

Takam Sanjoy who reportedly said those people who oppose the construction of dams to generate electricity are anti nationals, should realize that  common masses are under the threat of losing their indigenous properties in case of construction of dams.

No doubt hydro power developers will generate employment avenues but constructions of many mega dams at one go may have severe consequences on ecology. There is growing fear that government of India is using dams as tool to let more outsider migrate into Arunachal, so that they can counter Chinese claim over state by showing population data.

Obviously, we are being made scapegoat by the central government. Just to counter China they are letting hydro power developer to build many dams in state. Also, once electricity is generated from these dams it will serve purpose of big malls, shopping complex, offices  and residential complex of metropolitan cities. For each dam around 45,000 workers are needed and of this around 40,000 will be outsiders.  When 130 dams  will be implemented, it will be a totally scary, horrible  situation. Arunachal will turn out to be a mini Bangladesh, Bihar, Bengal or Assam. Our indigenous identity will be totally wiped out in our on land. We will become minority in our own native land and soon our tribal culture will become a fairy tale.

We don't want another Assam like situation where Bangladeshis are dominating the indigenous Assamese people.

We don't like Mpen and Diyun like situation where refugees have turned out to be majority. Lets Awake ! Wake up before it is too late.

Is it my counter that’s spoiling the beauty of the town?

Dear Editor

I would like to draw the attention of the public and authorities concerned about the unsavoury incident, which is a matter of resentment for me and all those who believe in democracy. I have been operating a light vehicle’s ticket counter in the proximity of Char-ali since the past many years.

All the public of Lohit and Anjaw had appreciated for the service provided by me. I met the DC and  apprised him that I was in possession of a license to operate the ticket counter. Since no land advisory board meeting was held in the past more than ten years, no land was allotted to any of the citizens within this period. Obviously no counter operators were in possession of LPC for this specified purpose. The DC assured that he would look into the matter.

Unfortunately against my anticipation, on 30th July, the police demolished my counter at the behest of a person representing the Tezu Bazar Committee, who wanted to settle personal scores with me. The counter was the sole means of my livelihood. I am aggrieved with this utter failure of the district administration to deliver justice to me. It seems, it’s playing pawn to some people wielding power, who are bent to act despotically. I don’t understand why only the existence of my counter spoils the beauty of the town? If they really want to beautify the town, why  don’t they demolish or displace all the other ghumtis existent in every nook & corner of the town? Why don’t they remove the garbage and filth scattered all around the fish and meat market, which is proving hazardous for the health of citizens?

However, this incident would not discourage me to fight for my cause. I know that I am doing nothing wrong and I will pursue this matter. Though it’s difficult to tread on the path of truth, ultimately the truth and justice prevails above all. I request the authorities concerned to act impartially and un-arbitrarily so that the faith of the people is restored on democracy.

Papum pare at the receiving end  

Dear Editor,

Except Capital complex, the development is still a far cry in far-flung areas of Papum Pare district. Moreover the indigenous people of the district have been facing various problems like Assam-Arunachal boundary row, Chakma-Hajong refugee in Balijan.

The  recent encroachment by Assam authorities in Bello Lora village in Kimin circle is a fresh example  as to  how the   people along the boundary area in Arunachal territory have been facing problems due to lack of bold initiatives  which need to be taken by the administration.

Therefore, I request the state Govt to give charge of the district administration to a local administrator for solution to the local problems   and meet the aspiration of the indigenous people.

An open letter to Chief Minister

Dear Editor,

In view of the recent serious breach of law, order and tranquility in the Arunachal –Assam boundary at Charaipung in Sivasagar District, the only way out is not any show of police muscle power but to vigorously try to bring the tense situation to normal by holding talks among both Arunachal and Assam administration involving the locals with an aim to demarcate the boundary between the two states.

I have been always trying to underscore the importance of having a permanent Arunachal – Assam boundary. Neither the State Government nor the competent Authority at New Delhi have been listening. And now the flare-up has occurred which is but natural. Moreover with the passage of a very long time of non-settlement of the boundary, vested interest of many hues have grown on either side of the boundary and unless the things are taken care of right now, more such unfortunate incident will show up victimizing the hapless innocent people of Arunachal.

I reiterate my demand of settling the Arunachal-Assam Border issue for good and with a political will which, I am afraid is not in place. If this is true and there are reasons to believe that it is –we, particularly the poor people living along the  yet to face further suffering perpetrated on us by the vested interest seemingly going out of control having taken the advantage of a free – for – all Arunachal –Assam boundary.

In addition, I must request the Arunachal Pradesh Administration, its Chief Minister in particular very urgently to deploy para – military force at Maharani village in Kanubari Sub-Division to restore the sense of security among the Arunachalees living there who are reportedly scared of violent action by the Assam side including its forces, for several Assam Police Battalions have reportedly been deployed in the area perhaps to keep Arunachal on tenterhooks. The Arunachalees of the area are fleeing their home and hearth. The State Government must ensure that the existing boundary is not crossed by Assam side.

In another incident occurred at Lora village under Kimin Administrative Circle in Papum Pare District the Assam Police team led by P. Panging an Assam Forest Officer and H. Pathak, RO Harmoti Range entered the village with land excavator with men power and manhandled the innocent villagers who have been living in the village from time immemorial. The machine demolished the link road constructed under PMGSY, a centrally sponsored scheme. The Assam men also destroyed the village CC Footpath and RCC Culverts connecting Bello-Lora village with Kimin Administrative Centre. This happened on the same day along with Kanubari incident. For this FIR has been lodged against them at P.S. Kimin. One is provoked to ask, does not these aggressive activity look like pre-planned on the other said of the boundary? Of course, this is not a new thing that Assam is exhibiting its misdemeanor as far as its boundary with Arunachal is concerned. I remember, when during my school days and working as an AAPSU cadre I was jailed for 29 days for the crime of demanding succor to my own people against the Assam atrocities on boundary area.  It is also interesting to  recall here  that there had been in those days an unwritten resolution that the then leaders of AAPSU would be sent to the parliament as its Members to voice the agony of Arunachal at the National forum. Almost none of them had any say in the Parliament on the boundary issue which has been a very basic and one of the most important issue pending settlement. There are presently three MP’s from Arunachal Pradesh. Now, the most pertinent question is when, if at all; can we expect them, to talk loud on the topic which is a practical nightmare for the poor Arunachalees living along the Arunachal – Assam Boundary?

It was not consensus choice

Dear Editor,

I being a senior citizen of Silsango area extend my support to the opinion of one Nabam Raja (on this daily on Aug 11) regarding the re-proposal/re-selection of Silsango Circle Headquarter. Now it is known to everybody that the proposed Yallpu is not the original circle headquarter as per the govt. approval, rather it is at Silsango village.

So far as the availability of water resources as claimed by PR leaders, I want to clarify that  nearby villagers  in a meeting held at Nyopang village on Aug 4 strongly opposed to supply water from river like Bari and Paga because of less volume of water. Less volume of stream water cannot feed the growing population. There is also non-availability of stones, sands, bamboos and cane etc. at nearby the proposed circle HQ.

At the meeting attended by students, PR leaders, GBs, it was finally decided that there shall be re-proposal/re-selection of Silsango circle headquarter which according to public was not proposed at original site. Rather it was shifted to Yallpu as circle headquarter.

The claim of ASMs of Pai, Puyu and Bada Panchayts that people were taken into confidence is also totally baseless, rather  the GBs and panchayat leaders were compelled to  give consent which is not the way to elicit public opinion. It could be well for the public if respective ASM convened a mass meeting for consensus opinion.

‘Quit India Movement’

ITANAGAR, Aug 18: As part of the yearlong celebration to mark the 125th Year of Indian National Congress ,the Block Congress Committee Sagalee organized Block Congress Rally at Sagalee on Aug14  to celebrate the August Kranti Diwas to commemorate the Quit India Movement in which more than many congress workers and supporters, panchayat leaders, Mahila Congress, Youth Congress and NSUI leaders participated.

Minister of PWD and UD cum President of APCC Nabam Tuki who addressed the rally spoke how the Indian National Congress had played s major role for the Indian Independence.

To mark the event various programees were organized.

The 68th anniversary of Quit India movement was celebrated by the Congress workers of Pangin Block in a befitting manner at Pangin on Aug 14. The Congress workers also took out a procession both in Pangin and Boleng to mark the occasion.  The celebration was organized to commemorate the 125th  year of Indian National Congress.

Local  MLA and Deputy Speaker of the Arunachal Pradesh Legislative Assembly Tapang Taloh participated in it and   recalled the vital role played by Mahatma Gandhi during Quit India movement.

While citing Gandhiji’s main weapons of freedom movement – Ahimsa and satyagraha, Taloh said Gandhiji with his determination and inspiring speech   succeeded to involve all the people of the nation in Quit India Movement.

Panging-Boleng block Congress president Tapang Tamut also spoke on the occasion.

At Koloriang in Kurung Kumey district, the Quit India Movement was also celebrated by the  Congress  workers at Community Hall on Aug 14.  The celebration organized jointly by BCC and DCC to mark the 125th year of INC was attended by senior citizens and general public.

 

Cane and Bamboo Handicraft training

ITANAGAR, Aug 18: The 30 days Skill Development Programme on Cane and Bamboo Handicraft organized by Rural Development and Heritage Society held at Sangram concluded recently.

Altogether, 27 beneficiaries from 10 villages of Sangram circle took part in the programme.

Speaking on the valedictory function as Chief Guest DRDA Project Director Kurung Kumey District Taring Saha highlighted about the responsibilities of the society to help the poor women of rural areas. He advised the trainees to attend such training for skill development and also advised the framers to take up Agriculture and Horticulture activities in the area.

He assured possible help to the farmers club and Self Help Groups and directs the Circle Officer to recommend SHG for the SGSY Scheme.

Guest of Honour, ZPM Sangram Tai Papang appreciated the Society for organizing the training programme in the area for the benefits of the local people and encourage the people to buy local products instead of buying them from outside state.

She also assured help the local artisans for availing government schemes.

Local MLA Bamang Felix appreciated NABARD, Itanagar for sponsoring the training programme and assures to send the local artisan to other state for exhibition by seeing their artistic talent in near future.

CO T Riba and Chairman RDHS Tamchi Niania also appreciated National Bank for Agriculture and Rural Development (NABARD) for sponsoring the training programme and appealed them to conduct such training in other circles also.

 

Rashtriya Gaurav award to Jerang

TEZU, Aug 18:  Extra Assistant Commissioner Tezu Talo Jerang, who has recently received Commendation Certificate from State Government, begged another award. This time it is Rashtriya Gaurav Award for his meritorious services. He will receive the award in New Delhi on Sept19. (DIPRO)

 

Social service conducted

ITANAGAR, Aug 18: Students, Panchayat leaders and Govt officials and general public of Phassang circle under the aegis of All Phassang Circle Youth  Welfare Association (APCYWA) conducted a four-day long social service in their area from Aug 12.

Meanwhile, the Association has appealed the Govt officials including the medical staff to stay at their posting place for the  convenience  of the  local people and smooth delivery of service.

 

Volleyball tournament

ITANAGAR, Aug 18: In order to explore the latent talent of the youths and shape the young mind in right direction, National Youth Corps of Nehru Yuva Kendra Sangathan, Itanagar in collaboration with Rillo Youth Club Chimpu organized a block level man and woman volleyball  tournament  at Chimpu on Aug 13 and 14.

In boys’ event, Jarkum Youth Club, Chimpu emerged winner by defeating Cry Team-B, Old Chimpu. In girls’ category Hokha village outclassed the Cry team –A, Old Chimpu.

Large number of sports lovers including the local panchayat leaders thronged the venue and encouraged the sportspersons.

 

ICYA demands more fund for state Capital

ITANAGAR, Aug 18: Itanagar Constituency Youth Association (ICYA) has appealed the state Govt for separate fund provision of Rs 100 crore for maintenance of public property in the Capital Complex.  The fund should be allocated on population basis, the Association said  while justifying that the State Capital  being a highest tax paying segment with high density of population deserves lion’s share of fund for development activities.

Meanwhile, the Association also demanded adequate fund provision under the AOP for maintenance of capital roads and  improvement of public utility service like construction of pay toilet in the Capital townships.

 

36 Bn CRPF distribute sewing machines

ITANAGAR, Aug 18: The 36th Battalion of the Central Reserve  Police Force (CRPF ) Headquartered at Khonsa today distributed sewing machines under the Civic Action Programme-10.

Taking part in the function Sanand Kamal Commandant 36 Bn CRPF gave away six sewing machines with all accessories to the poor women in the insurgency affected areas which shall help uplift the poorest from the bleak situations they live by earning from stitching. While speaking in the occasion, he urged the gathering to keep pace with the CRPF by enhancing force for further development in the district.

Kamal has said similar programmes will also be held at Jedua Village on Aug 20 and at Khonsa in the coming  days. He also stated that besides distribution of sewing machines, a training session is also being arranged in the three places to make the beneficiaries perfect. He revealed that in addition to this, study  materials will be issued in coming days.

In July, 36 Bn, CRPF organized a Good Will  foot ball tournament at Nehru Stadium, khonsa, District Tirap (ACP) in which eight teams comprising 120 players participated hailing from different villages of Tirap.

ZIRO, Aug 18: A 2-months ‘Weaving Training with Design Dissemination & Dyeing’ under Integrated Handloom Development Scheme (IHDS) being implemented and organized by Arun Kutir Udyog Co-operative Society (AKUCS), Ziro and sponsored by Development Commissioner (Handloom), Govt. of India, Ministry of Textile, New Delhi was inaugurated here today. More than 40 trainees representing various SHGs of the district took part in the inaugural function.

Chief guest, Peto Ete, Jt. Director, Handicraft & Textile, Itanagar suggested the trainees to get maximum benefits from the training and informed that the main aim of centre to sponsor the cluster programme was to improve the quality of traditional designs and also to improve the quality of products.

 

Himveer Computer Training Centre opens at Dirang

BOMDILA, Aug 18: Educate a girl child and you educate the whole family observed Deputy Commissioner Rinchin Tashi, after inaugurating the Himveer Computer Training Centre at Kasturba Gandhi Balika Vidyalaya Salari under Dirang circle in the district here today.

Sponsored by the IVth Indo Tibetan Border Police ( ITBP) under its Civic Action programme, a total of 10 computers with internet connections, a laser printer, projector and other accessories were donated to the Kasturba Gandhi Balika Vidyalaya, which has a total enrolment of 118 girl students from class two to eight consisting of poor and drop-out girl students of the area.

Opened in the year 2007, the school is being run by the Mon-multipurpose Development Co-operative Society Dirang under the stewardship of Lakpa Tsering,  an enterprising youth of the area.

Lauding the efforts of the Indo-Tibetan Border Police for their civic action programmes in addition to their duty of securing the Indian borders, DC Tashi opined that, the Himveer Computer Training Centre at the KGBV Salari would be the first of its kind Computer Laboratory of the district. Besides the students and the faculty members, the locals of the area need to take full advantage of the facility provided. In this era of information technology, knowledge of computer and its application is a must in every sphere of life, he added.

Earlier, the officiating Commandant of the IV ITBP Dirang R. Sandhu, while commending the endeavour of the womenfolk of the area for putting in equal efforts for the economic development of the society, urged that special care should be taken to educate the girl child as the districts literacy rate is far below the national average. The goodwill gesture of the force could be a small but a potential step in this direction, he added. Urging the school administration to judiciously use the facility so provided, Commandant Sandhu suggested for letting the locals and others to avail the opportunity in order to achieve multipurpose objective. APPSU questions

ITANAGAR, Aug 18: All Papum Poma Students Union (APPSU) has strongly condemned the behaviour of those Assamese citizens residing along the Arunachal boundary.  APPSU claim that people from Assam has been creating trouble by threatening Arunachalee residents of Holongi area under Balijan circle using illegal arms. These miscreants roam freely in border areas carrying illegal arms and often torture Arunachalee citizens without any provocation claimed APPSU. Union has urged both Assam and Arunachal government to arrest such miscreants and not let them disturb peace along the boundary.

 

Union calls for telecom services

ITANAGAR, Aug 18: All Pipu Chayang Tajo Gawe Purrang Sawa Students’ Union (APCGPSSU) appealed to Department of Telecom Seppa for providing all important mobile phone service in the area by immediately completing the half-done tower erection works.

Expressing resentment over inordinate delay in erecting the tower, the students union threatened to initiate its own course of action against the department concerned if mobile service is not provided within next 3 to 4 months. It also appealed to the local MLA Karya Bagang to look into the matter and provide another mobile tower at Pipu and Sawa circle.

ITANAGAR, Aug 18: Domicile Health Visitor (DHV) Yama Bui Ete breathed her last on August 15 at Christian Medical College Vellore, Tamil Nadu after prolonged illness.

Her last rite was performed at B-Sector Itanagar yesterday.

She did her schooling from Government Higher Secondary School Daporijo. She was serving at Gumpto PHC, under Doimukh Circle as DHV.

She joined the Department of Health Services as DHV in 2006 and served at Taliha and Yatek-Ripa PHCs.

ITANAGAR, Aug 18: All Badha Panchayat Youth Association has extended its support for creation of Lower Mengio circle headquarters at Silsango.  Silsango is suitable location for circle HQ, the Association said and appealed the Govt to accelerate the official process for establishment of the HQ.

ITANAGAR, Aug 18: Arunachal Pradesh Energy Development Agency (APEDA) will observe the Akshay Urja  Diwas to mark the  birth anniversary of  former Prime Minister Rajiv Gandhi  on Aug 20.

The celebration will begin with a procession by the students starting from Bank Tinali and Ganga to be culminated at Banquet Hall. This will be followed by prize distribution to the winners of essay writing, quiz and drawing competitions.

 

ABK write to CS on Pertin case

ITANAGAR: Expressing serious concern over the delay in the investigation process to locate Kamin Pertin, son of Late Bakin Pertin, Adi Bane Kebang(ABK) East Siang District Unit and Bogong Banggo Anchal Block today in a letter to Chief Secretary appealed the state government to immediately book the culprits.  Kamin was reported missing from Pasighat on June 20 last. But the concerned investigating authorities have not been able to unearth anything even after a lapse of two months.

 

Talo Kadu passes away

ITANAGAR:  Former Pasighat MLA Talo Kadu passed away today at Pasighat. Kadu represented Pasighat as a PPA MLA.

ZPM Bogong Anchal Okom Yosung has mourned the death of Late Kadu. In a message, Yosung recalled the contribution of Late Talo as a representative of the people.

 

Books for poor children

ITANAGAR: Parliamentary Secretary, Labour and employment Padi Richo will distribute free exercise books to the children of workers in the Capital Complex at All Arunachal Pradesh Workers Union office premises here on Aug 19.   Books will be distributed under welfare measures under the Arunachal Pradesh Building and Others Construction Workers Welfare Board (APB&OCWWB).

 

Tirap bandh

ITANAGAR:  All Tirap Students Union called a Tirap bandh today which passed off peacefully. The bandh call was given while demanding solution to the long pending boundary problem of Tirap District with special reference to Kamkuh Rusa village and Sibsagar district of Assam, termination of police personnel involved in the Longding incident and evacuation of CRPF from the building of Boys' Hostel of Govt. Hr. Secondary School Khonsa.
